I had a problem similar to this but with the 2.75 to 2.81 upgrade failing saying NOT ENOUGH FREE SPACE.  Before I got to this point, the upgrade was going well, but after the reboot during the middle of the 2.81 upgrade, the entire install of NeatReceipts disappeared.  I did find a few items hanging around enough to screw up any attempt ...
