Has anyone had any luck using neat receipts as a way to scan and organize all your photos? when I scan them they look like newsprint.

No, the NR scanner is not a very good photo scanner, you would be much better off with a flat bed scanner.

Also for organizing software, NR is not a good choice, you'd be much happier with either Google Picasa:

all depending on your platform. 

If you are serious about photography, you'll really really like Adobe Lightroom.
